Yes, only the 4DTV is Dolby Digital ready! That's right you can hear all of your movies in THEATRE sound (note: the broadcaster has to broadcast in Dolby® Digital to be able to receive this signal) . (NB you need the High Definiton Adapter on the DSR-920 and DSR-905 sidecar to be able to have digital outputs on the 4DTV to get sound in Dolby Digital via the SPDIF connector)
The SPDIF (sony philips digital interface) is what is supported by the 4DTV and is what you connect to your digital audio amplifer for Dolby Digital audio. For more SPDIF information Click here!
Dolby® Digital -> 5.1 speakers (center, front right, front left, rear right, rear left & one subwoofer)
Dolby® Digital Surround EX -> 6.1 (center, front right, front left, rear right, rear left, one subwoofer & one rear center)
For more information on Dolby Digital link to www.Dolby.com

Highly unlikely that a Mini-Dish system has this capability, because of its second generation signal and low quality decoder/receiver. Yes, it could be possible only if the Min-Dish broadcaster re-broadcasts the signal in the same format and you have a top of the line receiver.
